Referring to your cypher telegram of the

30th. October and to my telegram of the 17th. of December, 1917, I have the honour to inform you that during my stay in Korea, here the climate in the months of November and Decem- -ber is exceptionally bright, dry and invigorating, I received the greatest courtesy from the Civil Governor upon whom I called, both on my arrival and previous to my departure from the country, and from all officials with whom I came in con- -tact. I was afforded every facility in carrying out my shoot- -ing expedition and was in constant touch with the officials

in the districts which I visited.

I was much struck with the development of

the country especially in roads and railways made by the Japanese Authorities and I expressed myself in that sense to

the Civil Governor.
